Homeland Security Planning Coordinator

Homeland security planning is a critical component of public safety operations. The Homeland Security Planning Coordinator is responsible for a range of activities including, but not limited to, the following:

  • Developing plans and providing assistance in the development of security protocols, guidelines and policies that promote interoperability, situational awareness, and common operating protocols.
  • Participating in the planning, operations and assessment of large special events or mass gatherings.
  • Coordinating and collaborating with federal, regional, state and local Homeland Security officials regarding security initiatives and emergency management programs.
  • Furthering the development of and maintaining the City’s critical infrastructure compendium.
  • Developing and maintaining partnerships with a variety of stakeholders from local, state and federal government as well as community-based organizations, non-profit organizations and private entities.
  • Successful completion of required courses to gain working knowledge of emergency planning and security procedures and best practices, familiarization with primary stakeholders, and other fundamentals of the practice of emergency management.

Community Engagement & Constituent Services Program Manager

OEM is seeking a Community Engagement & Constituent Services Program Manager. Candidates for this position should possess a strong desire to work in a team-oriented, fast-paced, professional public safety environment, and a willingness to serve the public in the sixth largest city in the nation. The Community Engagement & Constituent Services Program Manager supervises and supports the Community Resilience Coordinator and reports to the Deputy Director for Strategy Engagement and Administration. The successful candidate for this position will demonstrate the capacity to manage multiple complex projects simultaneously, think and communicate clearly, develop, and maintain professional interpersonal relationships, and is self-motivated, inquisitive, and adept at working with diverse groups. Under the direction of the Deputy Director, the Community Engagement & Constituent Services Program Manager provides strategic direction for the portfolio and is responsible for a range of activities including, but not limited to the following:

  • Preparing and educating Philadelphia on potential emergencies and local hazards by utilizing equitable engagement strategies
  • Provide community education to encourage households to obtain risk appropriate insurance
  • Elected officials’ coordination
  • Represents the Office of Emergency Management at conferences, community meetings, civic associations, other public meetings, and professional associations
  • Serve in an on-call capacity to work during non-business hours for extended periods of time in a field environment and during activations of Philadelphia’s Emergency Operations Center (EOC).
  • Coordinate and support the delivery of the Ready Philadelphia public education campaign with community outreach  materials, Personal and Family Emergency Preparedness Workshops, Business Continuity Workshops, youth programs and activities and vulnerable populations Workshops

Community Resilience Coordinator

The Community Resilience Coordinator is responsible for supporting the preparedness and education of Philadelphia on potential emergencies and local hazards by utilizing equitable engagement strategies and by maintaining the Ready Philadelphia public education campaign with community outreach materials; Personal and Family Emergency Preparedness Workshops; Business Continuity Workshops; Youth Programs and Activities; and Vulnerable Populations Workshops. This position will also support long term/unmet needs committee meetings and projects.

Regional Integration Center Coordinator

OEM is seeking a Regional Integration Center (RIC) Coordinator to ensure the City of Philadelphia and regional partners maintain a high state of operational readiness through coordination, communication, and vigilance.

To ensure the overall readiness of the City and OEM, the Regional Integration Center Coordinator will be required to work during non-business hours on rotating shifts. This includes 12-hour shifts, on a rotational schedule that includes nights, weekends, and holidays.  Successful candidates must be City residents within six months of hire. OEM staff also periodically work during non-scheduled hours for extended periods of time as needed in a field environment and during activations of Philadelphia’s Emergency Operations Center (EOC).

Health and Medical Planning Program Manager

The Office of Emergency Management (OEM) works to mitigate, plan, and prepare for emergencies; educate the public about preparedness; coordinate emergency response and recovery efforts; and develop tools and identify resources to support the overall preparedness of the City of Philadelphia. Under the direction of the First Deputy Director, the Health and Medical Planning Program Manager is responsible for a range of activities including, but not limited to, the following:

  • Developing comprehensive response plans for a variety of health and medical related issues such as healthcare facility preparedness, disease control and prevention, hazardous materials, weapons of mass destruction, and casualty and fatality management.
  • Developing and maintaining partnerships with a variety of stakeholders from local, state and federal government as well as community-based organizations, non-profit organizations and private entities.
  • Identifying and collecting resource information and best practices related to but not limited to hospitals, health centers, homecare agencies, emergency medical service providers, long-term care facilities, companies that handle hazardous materials, and local, state, and federal agencies that govern public health and medical services.
  • Writing and updating assigned elements of citywide emergency plans for meeting essential healthcare and emergency medical services needs during the preparedness, response, recovery, and mitigation phases of emergency management.
  • Providing support and coordination for the Philadelphia Local Emergency Planning Committee (LEPC) and the SARA Title III reporting program.
  • Writing, maintaining, and updating a complement of documents including, but not limited to project memorandums, citywide emergency plans, and incident action plans.
  • Facilitating communication and coordination between agencies involved in emergency response under the direction of designated OEM response team leaders.
  • Successful completion of required courses to gain working knowledge of a variety of healthcare, public health, environmental safety, hazardous material issues and emergency medical services issues, and other fundamentals of the practice of emergency management.
